I. INTRODUCTION

This Code of Conduct defines the standards of behavior and responsibilities for all individuals involved in activities with underage participants within Cloud Five Association. Its purpose is to ensure a respectful and secure environment where every child and young person feels protected and supported in their physical and emotional well-being.

I.1. Policy Statement

Cloud Five is firmly committed to providing a safe and nurturing setting for everyone who takes part in our initiatives, including those under 18. We recognize our duty of care and take proactive measures to prevent any form of harm, neglect, abuse, or exploitation. Safeguarding is a shared responsibility across our organization, and we expect all those representing us to uphold the highest standards of protection.

I.2. Understanding Harm​

Safeguarding means ensuring that our staff, volunteers, and activities never put underage participants at risk of harm or abuse. Our organization takes every reasonable step to create a safe environment, promote the rights of children, and prevent any form of mistreatment.We define the main types of abuse as follows:

  • Physical Abuse: Causing or risking physical injury through actions such as hitting, shaking, poisoning, or fabricating illness.

  • Sexual Abuse: Forcing, persuading, or encouraging a child to take part in sexual activities without full understanding or consent.

  • Child Sexual Exploitation: Manipulating or coercing a child into sexual activity in exchange for money, goods, or benefits.

  • Neglect: Consistent failure to meet a child’s basic needs — including supervision, nutrition, safety, or emotional care.

  • Emotional Abuse: Ongoing behavior that harms a child’s emotional health, such as bullying, humiliation, or verbal threats.

  • Commercial Exploitation: Using a child for labor or profit in ways that are harmful to their development or rights.

I.3. Applicability

This Code applies to everyone representing or collaborating with Cloud Five who interacts with underage participants in any way:

  • Staff: All employees, whether permanent or temporary, share responsibility for upholding child protection principles.

  • Volunteers: Individuals who contribute their time to our projects must follow this code and act in the best interest of all participants.

  • Contractors: External service providers are required to comply with our safeguarding standards when working on our behalf.

  • Partners: Our partners and collaborating organizations are expected to align with our commitment to child safety in all joint initiatives.

  • During Activities: The Code applies throughout all programs, events, and interactions involving underage participants — whether on-site or online.

  • Across Locations and Timeframes: It remains valid in every country or setting where Cloud Five operates and extends to both working hours and any related off-duty interactions.

II. GENERAL PRINCIPLES

The following principles guide Asociația Cloud Five’s commitment to protecting underage participants. They represent the foundation of our approach to building a safe, inclusive, and supportive environment for all children and young people involved in our activities and programs.

II.1. Best Interests of Participants

At the heart of everything we do is the belief that the best interests of every underage participant come first. We recognize that each child is unique, and we make every effort to ensure that our decisions, activities, and interactions support their overall well-being, development, and happiness. This means listening to their needs and acting in ways that serve their best interests at all times.

Our staff, volunteers, and partners must always act with professionalism, integrity, and respect. In practice, this means:

  • Limiting physical contact to what is appropriate and necessary for participants’ well-being, always with consent when possible.

  • Respecting privacy and confidentiality, including personal boundaries and private spaces.

  • Communicating in a kind, respectful, and inclusive manner, avoiding any offensive, discriminatory, or inappropriate language.

We encourage open, honest, and transparent communication among participants, parents or guardians, and partners. We share relevant information about activities, expectations, and concerns while maintaining confidentiality and practicing care in all online and offline communication.

These principles guide our daily work and serve as a reminder of our responsibility to protect and promote the welfare of every underage participant.

III. CHECKLIST OF MEASURES FOR SAFETY AND PROTECTION OF UNDERAGE PARTICIPANTS

To ensure the safety and well-being of all underage participants in our programs, Asociația Cloud Five has developed a structured checklist that outlines the actions to be taken before, during, and after each activity. These measures help us prevent risks, respond effectively to any safeguarding concerns, and maintain a secure and positive experience for everyone involved.

III.1. Before the Activity

Participant-Centered Planning: 

We design all activities with the age, abilities, and needs of participants in mind. Whenever possible, we consult with young people to better understand their expectations and encourage them to take part in shaping the experience.

Risk Assessment and Preparation:Before every activity, we carry out a detailed risk assessment to identify potential hazards and decide on preventive measures. Participants are informed about possible risks and safety precautions, while a trained first aid responsible is appointed for the project. During the registration stage, participants are asked to share relevant health information, allergies, and dietary preferences so we can ensure proper care and risk prevention.

Training and Awareness:All staff members and volunteers receive training on safeguarding principles, appropriate behavior, and the correct ways to interact with underage participants. This helps ensure that everyone understands their responsibilities and acts consistently to protect young people.

Information Package:Before each project, we provide an Info Pack that includes essential information such as travel details, accommodation, local environment, weather, dress code, meals, activity schedules, safety guidelines, emergency contacts, and practical phrases in the local language. This document helps participants prepare thoroughly and feel confident about what to expect.

Parental/Guardian Involvement and Consent:We organize preparatory meetings with parents or guardians to explain the activity, discuss responsibilities, and answer questions. We collect all necessary details about each underage participant, including emergency contacts and medical information.Written consent from a parent or guardian is mandatory and includes authorization for participation, acknowledgment of safety measures, medical treatment permissions, and consent for the use of photos or videos for project communication and visibility purposes.

Supervision and Support:Qualified group leaders are assigned to guide and support underage participants throughout the project. Each leader signs a declaration confirming their understanding of safeguarding duties. Parents or guardians are also informed that their children will remain under the supervision of designated leaders during all project-related activities and travel.

Safe Transport:Transportation is organized exclusively through authorized service providers. When necessary, we assist participants with travel arrangements or ticket purchases. We strongly recommend private travel insurance covering medical incidents, lost luggage, or third-party damages.

III.2. During the Activity

At the beginning of every activity, we hold an introductory session to explain administrative details, clarify safety procedures, and jointly identify potential risks. Participants are encouraged to contribute ideas on how to prevent unsafe situations.

Code of Conduct During the Activity:A specific code of conduct is introduced for the duration of the event and applies to everyone involved. It outlines expectations for behavior, communication, and respect among participants, leaders, and staff.

Supervision:Underage participants are always supervised by experienced and responsible group leaders. We ensure gender balance among leaders to provide appropriate emotional and practical support when needed.

Interactions Between Minors and Adults:In cases where activities include both underage and adult participants, adults are expected to model appropriate behavior and strictly avoid actions unsuitable for minors (e.g., smoking, alcohol consumption, or inappropriate language).

Ensuring a Safe Environment:

  • The activity area is inspected regularly for potential hazards.

  • Equipment and materials used are checked for safety and age-appropriateness.

  • Respectful behavior and mutual care among participants are continuously encouraged.

Emergency Response:We maintain an emergency plan tailored to the specific risks of each activity. All staff and volunteers are familiar with the procedures to follow in case of an accident or emergency. The designated first aid responsible keeps contact with local emergency services and coordinates response efforts. Parents or guardians are notified promptly if their child is involved in any emergency situation.

Monitoring and Evaluation:Daily evaluations are conducted to review the success and accessibility of the activities, gather feedback, and make improvements as needed. In addition, three structured evaluation sessions are held — at the start, midway, and end of the project — to assess progress and ensure participants’ voices are heard.

III.3. After the Activity

After each activity, Asociația Cloud Five reviews all aspects of implementation to ensure continuous improvement:

  • A debriefing meeting is organized with staff and volunteers to reflect on outcomes, identify lessons learned, and address any safeguarding issues.

  • Any incidents or concerns recorded during the activity are documented and followed up as necessary.

  • Participants receive post-activity support to help them reintegrate smoothly and apply what they have learned.

  • Feedback from participants is collected and analyzed to improve future programs.

IV. STAFF RECRUITMENT AND TRAINING

To uphold the highest standards of safety and professionalism, Asociația Cloud Five ensures that all individuals who work or volunteer with underage participants are carefully selected, verified, and trained. This process guarantees that everyone involved understands their responsibilities and is fully prepared to contribute to a secure and respectful environment.

Every person engaged in activities involving underage participants—whether as staff, volunteer, or contractor—must go through an appropriate screening process. This includes:

  • Background Checks: All candidates must provide a valid criminal record certificate confirming they have no history of offenses that could pose a risk to children or young people.

  • Reference Verification: Professional or personal references are reviewed to confirm the candidate’s integrity, reliability, and suitability to work with underage participants.

  • Declaration of Commitment: Selected individuals sign a declaration confirming they have read, understood, and agreed to comply with Asociația Cloud Five’s Code of Conduct and safeguarding policies.

These steps ensure that every member of our team represents the organization’s values and commitment to child protection.

IV.2. Training and Capacity Building

All staff members, volunteers, and contractors who interact with underage participants must complete safeguarding and child protection training prior to participating in any project activities. This training includes:

  • Understanding child safeguarding principles and organizational policies.

  • Recognizing the signs and indicators of abuse, neglect, or exploitation.

  • Learning appropriate and professional ways to interact with minors.

  • Knowing how and when to report concerns or incidents.

In addition to initial onboarding, refresher training is provided regularly to ensure everyone stays informed about new safeguarding practices, policy updates, and changes in legal requirements.

Asociația Cloud Five encourages continuous learning and improvement. Staff and volunteers are supported through workshops, peer learning sessions, and experience-sharing opportunities to strengthen their understanding of safeguarding and effective communication with underage participants.

V. REPORTING MECHANISMS

Asociația Cloud Five is committed to handling all safeguarding concerns and incidents with seriousness, sensitivity, and transparency. Prompt and appropriate responses are essential to ensuring the protection and well-being of underage participants.

V.1. Reporting Concerns

Anyone involved in our programs — including staff, volunteers, participants, parents, or partners — has the right and responsibility to report any suspicion, incident, or concern related to the safety or welfare of an underage participant.

Concerns may include, but are not limited to:

  • Observed or suspected abuse, neglect, or exploitation.

  • Inappropriate behavior or boundary violations by staff, volunteers, or participants.

  • Unsafe situations or environments that could pose a risk to children or young people.

Reports can be made verbally or in writing to the designated Safeguarding Officer or project coordinator. Contact details for these persons are provided in the project information materials and at all activity locations.

V.2. Confidentiality

All reports are treated with strict confidentiality. Information is shared only with individuals directly responsible for handling safeguarding matters. The privacy of both the person reporting and the individuals involved will be respected at all times, in accordance with data protection regulations (including GDPR).

Retaliation or negative treatment against anyone who reports a concern in good faith is strictly prohibited. Whistleblowers are protected and supported throughout the process.

V.3. Response and Follow-Up

Upon receiving a report, Asociația Cloud Five will:

  1. Acknowledge the concern and ensure immediate safety if a participant is at risk.

  2. Investigate the issue promptly and thoroughly, following internal procedures.

  3. Take appropriate action, which may include notifying authorities or partner organizations if required by law or policy.

  4. Provide support to the affected underage participant(s) and, when appropriate, their families.

Every case is documented, and lessons learned are used to strengthen our safeguarding practices.

All activities involving underage participants are subject to ongoing observation and evaluation. Staff, volunteers, and coordinators are encouraged to share feedback on the effectiveness of safeguarding practices during and after each project. Any incidents or challenges are documented and reviewed to identify areas for improvement.

This Code of Conduct is formally reviewed once per year to ensure it remains aligned with national and international standards, as well as with the evolving needs of our programs. The review process considers:

  • Feedback from participants, parents or guardians, staff, and volunteers.

  • Insights from partners and external experts when appropriate.

  • Lessons learned from incident reports or evaluations.

  • Updates in legislation, European regulations, or Erasmus+ / ESC guidelines.

Following each review, any necessary revisions or updates are approved by the organization’s management and communicated clearly to all relevant stakeholders.
